Hungary follows the Bologna ladder — a three-year bachelor's, a two-year master's, a doctorate — but the degrees international applicants most often come for sit outside it. Medicine, dentistry, pharmacy, veterinary science, law and architecture run as one-tier (osztatlan) programmes entered straight from secondary school and finishing after five or six years with a master's-level qualification, with no bachelor's step in between. That difference decides your entry route, your budget and the recognition paperwork you face later. 🩺 One-tier medical degrees admit you straight from school
Medicine, dentistry, pharmacy, veterinary science, law and architecture are entered directly after secondary school, with no bachelor's first and no separate graduate-entry stage as in the United States or India. Semmelweis University runs General Medicine in English over six years and twelve semesters. Entry turns on written and oral examinations in biology and chemistry set by the faculty itself, so a single national admissions test is not the only lever you have.
🇬🇧 A full degree in English with no Hungarian exam in the way
Roughly 900 programmes at about 30 institutions are delivered in a language other than Hungarian, mostly English, at every level from preparatory courses to doctorates. You are admitted, taught, examined and graduated in English throughout. Hungarian becomes necessary for clinical placements, part-time work and dealings with landlords and offices, not for the diploma itself.
💰 The flagship scholarship is nomination-based, not a global free-for-all
Stipendium Hungaricum waives tuition in full and adds a stipend, an accommodation contribution and supplementary medical insurance. Applications pass through a designated Sending Partner — a ministry, embassy or council in your own country — so you compete against a national quota rather than against every applicant worldwide. In the 2026/27 cycle the Philippines received 365 applications for 35 places. India, the Philippines and the UAE are current partner countries; the United States is not.
⏱️ Thirty term-time work hours and a multi-year permit
The study residence permit carries term-time work rights on its own, so there is no separate work permit to apply for and no employer-tied paperwork before your first shift. It is also granted for one to three years and extendable by another one to three, so you budget one permit fee across the degree rather than refiling every twelve months.
🇪🇺 An EU diploma with a defined recognition procedure
The degree is issued inside the European Higher Education Area, so credits and cycles map onto other EU systems without re-evaluation. Where your profession is regulated under EU law, a full recognition decision is due within 3 months for doctors, nurses and architects and within 4 months for other professions[11]. Academic recognition for further study runs separately, through a statement of comparability.
Where it falls short
📉 No Hungarian university reaches the global top 500
Eötvös Loránd University is the country's highest-ranked institution at 595th in the QS World University Rankings 2027, followed by the University of Debrecen at 600th, the University of Szeged at 633rd, BME in the 751-760 band and the University of Pécs at 791-800[12]. Most Hungarian entries slipped in that edition. If a funder or employer screens on a top-200 or top-500 cut-off, Hungary will not clear it.
🗣️ English stops at the campus gate
Lectures and examinations run in English, but a landlord, a clinic reception desk or a district office generally will not. Clinical rotations in medical programmes are conducted with Hungarian-speaking patients, so expect Hungarian language courses inside the medical curriculum rather than as an optional extra. Plan for it from the first semester.
🧾 Application costs multiply across universities
Because every English-taught programme is admitted by its own institution, there is no shared fee and no shared document set. The University of Debrecen charges 150 USD to apply and a further 350 USD for the entrance procedure, and neither is returned if you are rejected or decline the offer. Four parallel applications can cost more than a first month's rent before a single offer arrives.
📄 Your school certificate is judged institution by institution
Admission rests on an upper-secondary leaving examination comparable to the Hungarian érettségi. No published national table tells you how a CBSE or WAEC certificate, a K-12 diploma or a three-year Indian bachelor's will be treated — each university assesses your file itself, and two of them can reach different conclusions on the same documents. Ask for a written pre-assessment before paying any application fee.
🚪 The stay-back window is nine months and does not renew
The residence permit for seeking a job or starting a business runs 9 months, cannot be extended, and is a bridge to a work status rather than one itself. Treat the search as a final-year task rather than a post-graduation one; the conditions it carries and the statuses it converts into are set out under staying on below.
💵 Local wages do not fund an international budget
The statutory minimum wage is 893 USD gross per month from 1 January 2026, rising to 1,033 USD for jobs that require a secondary or vocational qualification[13]. Against a shared Budapest flat at roughly 387 USD a month, work at the legal 30-hour ceiling covers rent and food. It does not cover tuition, which has to come from savings, family or a scholarship.
Hungary fits you if you want a European medical, dental or veterinary degree entered straight from school and can carry roughly 21,000 USD a year for six years, or if you are aiming at engineering or IT on a budget that Western Europe would not stretch to. Moving out of Budapest to Debrecen or Szeged roughly halves the accommodation line without changing the fee structure.
It fits you badly if institutional prestige is the screen your funder or employer applies, or if the plan is to settle rather than to graduate. And if everything depends on a full scholarship, check first whether your country holds a current educational cooperation agreement with Hungary: without one, the flagship award is not open to you at all.

In Hungary secondary education includes two types of schools:
Gymnasium: educates gifted children and prepares them for study at the university;
Technical schools: prepare students for vocational education and employment.
However, the system is flexible, as graduates of vocational schools can choose to receive higher education.
In Hungary, the predominant language of instruction is Hungarian. However, in southern Hungary (a region of Croatian and Serbian ethnic groups) and in the northeastern region, bilingual education is widespread. Learning English and German usually begins at the age of ten, but in schools with in-depth linguistic learning, this happens already in the third grade or at the age of eight. International students can also study in private and international schools. In the latter, the main language of instruction is English and the number of students in classes is less.
Cost and structure of education in Hungary
Hungarian higher education dates back to the university founded in 1367, and the modern sector spans public, private and church-run institutions across Budapest, Debrecen, Szeged, Pécs and a dozen smaller university towns. Preliminary figures from the Central Statistical Office put 49458 international students in the country in 2025/26, 46813 of them in full-time programmes[14].
The three degree rows follow published 2026/27 non-EU rates at the Budapest University of Technology and Economics; the University of Debrecen quotes in dollars in a comparable band, while medical faculties run several times higher. Earlier rows are indicative ranges across providers.

Two admission systems run side by side. FELVI is the centralised national portal, but it operates in Hungarian and serves Hungarian-medium places for domestic applicants. Programmes taught in another language for non-Hungarian citizens sit outside it entirely: each institution runs its own form, document list, entrance examination and closing date, so a deadline at one university tells you nothing about the next.
Admission requirements at universities in Hungary
The general entry condition is a school-leaving examination comparable to the Hungarian érettségi, assessed by the institution you apply to rather than by a central authority. Programmes run in Hungarian, English, German and French; international applicants overwhelmingly choose English, because that is where the programme choice is.

After applying you are usually called to an interview or entrance exam, held locally, at a partner institute or online. There is no unified national test: each university sets its own procedure.
There are two intakes a year. For a September start, university deadlines cluster around February; for the smaller February start, they fall around November. Individual institutions publish their own dates, so treat those months as the centre of a spread rather than a national rule.
Runway to a September 2027 start
Deadlines belong to institutions here, but the shape of the year is stable enough to plan against. Work backwards from these markers.
September-October 2026 — shortlist programmes and write to each admissions office for a written pre-assessment of your school certificate or three-year bachelor's. Book IELTS or TOEFL now; scores stay valid for two years.
October-November 2026 — order transcripts, arrange certified translations and check whether documents from your country need an apostille.
November 2026 — deadline window for the February intake. The Stipendium Hungaricum call for 2027/28 normally opens around this point; ask your national Sending Partner rather than waiting for a public announcement.
Mid-January 2027 — the expected Stipendium Hungaricum deadline, following the 15 January close of the previous cycle. Nomination has to be in place by then.
February 2027 — the main cluster of direct university deadlines for the September start, with entrance examinations and online interviews running from February into spring.
Late July 2027 — acceptance letters are typically issued around this point, with the tuition transfer due before enrolment.
August 2027 — file the study residence permit application at the Hungarian mission in your country. Registration for the autumn semester falls in early September.
Legalization and recognition of a diploma in Hungary
Two different procedures are easy to confuse, and mixing them up costs months. Recognition for admission belongs to the university: it decides whether your certificate or bachelor's degree is comparable to the Hungarian equivalent and admits you on that basis. No national table maps a CBSE, WAEC or K-12 certificate to a fixed Hungarian outcome, and a three-year bachelor's is judged case by case for master's entry.
Professional recognition is separate and comes later. A diploma accepted for admission does not by itself permit you to practise a regulated profession in Hungary. That decision rests with the Hungarian Equivalence and Information Centre (MEIK) inside the Educational Authority (Oktatási Hivatal), the country's ENIC-NARIC office, which charges an administrative service fee that differs by procedure type. Recognition of medical and pharmaceutical qualifications is handled by the national healthcare authority rather than by MEIK.
Foundation programs in Hungary
Universities and private providers run preparatory courses of 1-2 semesters for international applicants, combining language work with the introductory subjects of the intended degree.
Types of preparatory courses:
Just English. If the student has a sufficient level of knowledge to start studying, but English proficiency is below B2;
Just Knowledge (Foundation). If a student has a sufficient level of English (minimum B2), but he is poorly versed in specialized subjects (mathematics, physics, chemistry, biology, etc.);
At the end of the courses, a final exam is held. Based on its results, the College of Dunaújváros accepts students for undergraduate studies. But in many other universities, students still have to take entrance exams.
Higher education in Hungary includes higher education VET programs (felsöoktatási szakképzés, FSZ). They provide students with a higher level of professional qualifications than in technical schools, but they are not higher education. To enter them, you need a secondary education diploma and, depending on the specialty, certain professional and medical indicators.
Study is full-time or part-time, paid or state-funded. Classes are meant to run at colleges and universities, though in practice about half are held in secondary vocational schools (szakközépiskola) supervised by a partner university. Programs last 4-5 semesters and consist of 60 credits. The curriculum includes basic education and at least 25% of compulsory professional practice. Thanks to the credit system, students can transfer from FSZ to higher education in the same field. In this case, 30-60 credits of the program reduce bachelor's studies by 1-2 semesters.
Enrolment in FSZ programs has grown, but employers know them poorly and graduates of full degree programmes still get the better jobs and salaries[15].
Undergraduate — Bachelor's
Most bachelor's programs last for 3 years (180 credits ECTS), some last 3.5 years (180 + 30 ECTS) or 4 years (240 ECTS).
General documents for submission to undergraduate:
A copy of the information page of the applicant's passport.
Documents that are not in English or Hungarian must be translated and notarized. Some programs also conduct entrance exams. Business programs can take SAT results instead of entrance exams in mathematical, creative specialties require a portfolio and conduct interviews, and medical programs will ask for written and oral examinations.
The state fixes subjects, contact hours and dissertation rules, but each university builds the course itself and teachers choose their own methods and reading lists, which the accreditation process then reviews. Most bachelor's programs provide compulsory internships.
Master's degree is the second level of qualification after a bachelor's or college degree.
To accept students, universities evaluate candidates according to a 100-point system. Points are compiled on the basis of grades, language skills, and other requirements of each university. Some conduct oral and written exams, practical exams (for students of arts, sports), and interviews. Additional points are given for foreign languages, high GPA, work experience, etc.
Hungarian-medium applicants use FELVI; for an English-taught programme you file directly with the university.
The list of documents varies by program and university.
Master's programs last 1-2 years. For admission for a 2-year program, an applicant must have a three-year bachelor's degree, and for a 1-year master's degree, a four-year bachelor's degree is required. Teaching in master's programs is based on lectures, seminars, study guides, and practical exercises. Students write term papers and dissertations.
Doctoral degree — Postgraduate
The academic year in Hungary begins in September/October, and doctoral study runs four years in a 2+2 structure: four semesters of coursework and supervised research, then four semesters devoted to the dissertation. Application deadlines are indicated on the websites of universities. To enter a doctoral program you need:
The programme mixes compulsory and optional courses with credits earned through research, on an individual schedule agreed with your supervisor. Doctoral students also join collaborative projects and teach undergraduate classes.
Academic career
Academic vacancies can be found on the websites of the universities themselves.
In order to apply for the positions of Assistant lecturer, Lecturer, Reader, Professor the candidate needs a PhD. The highest scientific position, kutatò professor (scientific researcher), requires the title of Doctor of Science of the Hungarian Academy of Sciences (HAS).
Assistant lecturer teaches and conducts research. The contract for this position is temporary, lasts a maximum of four years and can be extended once.
Lecturer teaches and conducts research, as well as contributes to the design and organization of courses and training programs. The contract is also temporary (for a period of four years) and can be extended twice.
Reader teaches and conducts research. He also leads and trains doctoral students, gives lectures in a foreign language.
Professor has the same responsibilities as a reader but also takes part in the development of the department and the university.
The selection for academic positions is held through an open competition, sometimes — invitation. In Hungary, there are no perpetual contracts between universities and professors. Promotion depends on teaching experience, and especially research. The working time of professors is 40 hours a week, of which at least 25% of the time the teacher is engaged in research work.
Habilitation is the second major post-doctoral study in the academician's career. It is required to obtain a professorship. University professors are appointed by the President of the Republic of Hungary, college professors are appointed by the Prime Minister.
Two government routes let international students study in Hungary without paying tuition: Stipendium Hungaricum and the bilateral state scholarships administered by Tempus Public Foundation. Both depend on an agreement between Hungary and your own country, so the first question is not how strong your file is but whether your nationality is covered at all. Stipendium Hungaricum is based on bilateral cooperation between Hungary and partner states, and covers bachelor's, master's, one-tier master's, doctoral, preparatory and non-degree programmes at around 30 institutions.

Additionally, for doctoral candidates:
Study plan (minimum 2 pages (Times New Roman 12) in the language of the program);
Letters of recommendation and a statement by the academic supervisor.
All documents must be translated into English or Hungarian.
What the scholarship actually pays
Tuition is waived in full. On top of that the award pays a monthly stipend of 121 USD for bachelor's, master's, one-tier and non-degree students, rising to 387 USD for the first four doctoral semesters and 498 USD for the next four. Accommodation is either a free dormitory place or 111 USD a month towards rent, and supplementary medical insurance is covered up to 180 USD a year[16]. Set against a Budapest dormitory place, the award removes tuition risk but is a contribution to living costs, not a salary.
Applications run through a designated Sending Partner — a ministry, embassy or council in your own country — and only nominated candidates go forward. The 2026/27 call closed on 15 January 2026 at 14:00 CET[4]; the 2027/28 call has not been published yet and is expected to follow the same pattern, opening around November 2026 with a mid-January deadline. Applying and sitting the admission examinations is free, and no agency payment is required at any stage.
Bilateral state scholarships are based on educational and scientific cooperation between states. Students study for free and receive a scholarship. Accommodation and other expenses may also be covered depending on the type of scholarship.
Types of scholarships:
Partial bachelor's, master's or doctoral programs (3-10 months);
Full bachelor's, master's or doctor degree (3/2/3 years, respectively);
Short-term or long-term study visits (3 days-10 months);
Summer courses (2-4 weeks).
Documents for applying for a scholarship:
Scholarship application form (scanned version with signature);
Motivation letter (1-2 pages);
Copy of the highest education degree;
Transcript with grades (for the last semester of studies);
Language certificate (B2) of English or Hungarian;
Letter of recommendation from a teacher or employer.
If the documents are not in English or Hungarian, they must be translated and, if they are not printed, notarized. Depending on the agreement with your country, you either apply through the national nominating office or directly in the Tempus Public Foundation online system. Deadlines are set per cycle and differ by scholarship type, so confirm the current date on the bilateral state scholarships page before you assemble documents.
Student visa to Hungary
Nationals of EEA countries have the right of free movement and residence in Hungary while studying at the university. They are only required to register at the regional office of the Directorate General for Aliens Policing within 15 days after arrival.
Citizens of other countries apply for a national long-stay "D" visa for study purposes at the Hungarian consulate in their home country before departure; after arrival it is converted into a residence permit for study purposes issued by the National Directorate-General for Aliens Policing. All applicants over the age of 6 have to submit fingerprints. The administrative service fee is 124 USD when the application is filed at a Hungarian diplomatic or consular mission abroad, and 72 USD when filed inside Hungary through the Enter Hungary platform.
The required documents are as follows:
Application (filled in block letters in English and signed);
2 recent color photos (3.5 x 4.5 cm);
International passport;
Copy of the applicant's passport (information page and page with Schengen visas, if any);
Invitation/certificate from an educational institution;
Documents proving a place of residence in Hungary;
Documents confirming the availability of funds for the requested period of residence (bank statement, showing the availability of funds and their movement for the last 3 months);
Health insurance valid for the entire stay;
Documents confirming departure from the country at the end of the residence permit (purchased ticket, or the availability of funds).
No fixed monthly sum is published as proof of funds: the authority asks for documented evidence that you can cover tuition, accommodation, living costs and healthcare, which can also be a notarised undertaking by a family member. Within 30 days after arriving in Hungary, the student must contact the regional migration office to obtain a residence permit card.
A registration card is enough for citizens of EEA states to work in Hungary during studies without any limitations.
A residence permit for study purposes lets a third-country national work up to 30 hours a week during the school term, and full-time for a maximum of 90 days a year outside the term.
Students will need knowledge of the Hungarian language at least at the elementary level: in everyday life, English is not widely spoken. Pay is anchored to the statutory minimum wage of 893 USD gross per month, or 1,033 USD where the job requires at least a secondary or vocational qualification.
Opportunity to stay and immigration to Hungary
Employment is the usual route to staying. Most universities run a careers office with company contacts and hold job fairs where students meet employers directly. Hungarian-owned firms will often expect the language; the international companies with offices in Budapest hire in English.
Dual programmes are the other entry point, introduced in 2015 in engineering, IT, agriculture, science and business. They pair a university with a partner company: students alternate study terms with paid work inside the company and are often kept on after graduation.
To legally stay in the country after studies, EEA nationals do not have to obtain any additional documents. Everyone else applies for a residence permit for the purpose of seeking a job or starting a business. It is granted only where the job or business you are pursuing matches the level of the studies you completed, and you must show either an employer certificate for work starting within 3 months or a certificate of registration as a job seeker with the Government Office.

Documents must be submitted in person and 15 days before the expiration of the current study permit. Application forms and current procedural detail are published by the National Directorate-General for Aliens Policing.
The nine-month permit is a bridge rather than a destination. While it is valid you can apply to convert it into a Hungarian Card, an EU Blue Card or a guest self-employment residence permit, and those are the statuses that carry a longer stay. Because the permit cannot be renewed, the conversion has to be filed inside the nine months — which in practice means starting the job search before you defend your thesis, not after.

Unemployment stood at 4.6% in February 2026 against an EU average of 5.9%[17]. That is a tight labour market, but hiring a third-country national still involves paperwork the employer has to absorb, so the practical competition is with candidates who need no permit at all.
One of the main sectors of the country is heavy industry (mining, metallurgy, mechanical engineering, and steel production). Hungary also actively produces cars, develops pharmaceuticals and medicine, agriculture and tourism.
